Depending on when you levelled it very possibly didn't exist at low
levels - it was *well* into TBC that it was available below the 60s, my
shaman levelled without it until whatever level it became available in
the 60s, I know it's much lower now.

Yes, my point being it wasn't always available that low. Used to be lvl
62 I believe, maybe 64.
