I am using Macaroon as bar replacement mod. It also has the option to assign
a fix target to buttons (or a bar), so it is possible to have a bar per
group member just as PartyTargets used to let you do it.

Macaroon comes with Dual Spec support, so your bar will have two sets of
buttons, one each for each spec.

I'm guessing it's a bit much to hope for it to change automatically on
spec change

Not at all, you can tell each bar whether it is the same for both specs or
if it should change automagically when you change spec.

Ideally I'd like it to work just like BeneCaster

I don't know BeneCaster so I can't compare but...

with small buttons, and ability to put them exactly where I like on the
screen (I've tried similar mods in the past that either had buttons
overlapping other things and not movable or else enormous and not
resizeable, sigh)

but that can certainly be done with Macaroon

but I've no idea if such a mod even exists, hence my asking here!

There is but it comes at the price of also replacing your normal bars.
Don't know if you're willing to pay that price.
