Sometimes. The rule seems to be that they make it a breadcrumb (and thus
optional) if you leave the zone you got it from to complete it. If you're
being directed to someplace else in the same zone, it is likely to be
necessary to unlock other quests.

To use the Zul'Drak example again (which is good because it's an extreme
case): There are many quest hubs in Z'D. However, when you first wander
into the zone, you will find exactly ONE questgiver in the whole place. All
of the rest of the zone unlocks as you proceed.

The reason for that in Z'D's case is that the quests tell a story - what's
happening in all those corrupted temples, what the scourge is up to, and
what the Ebon Blade and Argent Crusade are doing about it. The quests are
loosely chapters of a story, and don't make a lot of sense if not done in
their unlocking order.

We've always had quest chains, but Lich King has added multiple
interlocking quest chains. And there's also phasing which is loosely tied
to this - as you unlock certain areas, the landscape changes for you. For
example, there's a flight path in Sholazar that you can't use or even SEE
until you do a small quest chain, at which point the flight master appears.
If you're standing next to someone who hasn't done that quest, you're
mutually invisible to each other when inside the affected area. *
