A DK should always run around with full HP unless you just fought several
mobs.
About your rotation... why pestilence if you are fighting single mobs?

Now that blood presence grants 4% healing I dont have to use death strike at
all if I fight less than 3+ mobs but I'm lvl 80 with mostly epic gear so
might be that my dmg is much higher now.
If you fight mostly single mobs I would do: icy touch, plague strike, blood
strike, blood strike, scourge strike, death coil. Now you should have 2
death runes available from the 2 blood strikes so you do the same rotation
but replace the 2 blood strikes with 1 death strike if your hp is under 90%
and your hp should always be full.
