Hmm, this reads to me as proving the point that handguns are
specifically designed to kill or hurt people.

The stopping power has more to do with the bullet than the weapon it
was fired from.

Also, stopping power can be applied to other situations not involving
humans, such as stopping a large, charging animal, or putting a large
caliber round through the engine block of a lightly armored vehicle to
stop it (very important).

Regardless of stopping power, its all going to depend on where you hit
the target, and just what target you are hitting.  Obviously, if you
miss the vital organs, stopping power is irrelevant.  In some cases,
just hitting the vital organs isn't always enough.  A big criticism of
the M-16 has been a lack of stopping power.  These complaints arose
out of encounters in Somalia, where US Marines and soldiers would pump
several rounds into an assailant only to see them continue their
assault.  What isn't always mentions in these reports is that the
assailants were usually so drugged up, they never felt the bullets and
probably didn't even know they were hit.

The M-16 is actually behaving as designed here - it is
intended to wound, not to kill.

It was designed for use by Western NATO armies
against armies of other developed nations (the
USSR in particular).

If a soldier of such an army is shot dead, that's one less person
shooting at you.

If a soldier of such an army is wounded, he'll stop shooting at
you. More importantly, one or two of his buddies will *also*
stop shooting at you to provide with first aid and bring him back
to a medic. A wounded soldier also consumes far more of the
enemies resources than a dead one. This all means that
wounding a soldier on the other side is more desirable
than killing him. The M-16 fires a very small light bullet
(.223 in the civilian version - the NATO round
almost identical).

This creates a problem when the soldier at the business end of the
gun doesn't regard getting wounded as a reason to stop
fighting, but rather an opportunity for glorious martyrdom. He'll
just keep coming, unless the trauma is such that he physically
can't.

After the Phillipines war at the turn the century, the US developed
the .45 to replace the .38, for just this reason. We're now learning
the same lesson over again in the woolier parts of the world.
