Some months ago I was thinking the same until my wife got tricked into
being pvp flagged on her warrior.
While fighting multiple mobs a horde appeared behind her, turned on
pvp and before I could call out a warning she did a thunderclap.
I tried to help her but another horde appeared and we got corpse
camped for like half an hour.
I made a ticket and the reply was something like this : "we don't
interfere into player versus player issues. Next time please ask
guildmembers to come and help"
I don't think being tricked into PvP is the same thing as killing and NPC to
prevent someone from completing a quest, though. I think the only "tricked
into PvP" gimmick that was reportable was the hunter snake trap exploit, as
the snakes could attack an unflagged player. There may be other examples,
but that's the one I've read about.

Physical harassment. We have taken great strides to ensure all
physical harassment (i.e. stealing resource nodes, kill stealing,
training) is addressed or being addressed by the development team.
Forms of physical harassment in the game will not be addressed by the
GM staff, but instead with a development resolution, if warranted.
This however does not include abusing game mechanics/exploiting to
cause another player grief or distress.
Ingame
The following are NOT considered physical harassment
"Training" (leading enemies to another player to force combat)
However, from the same website mentioned earlier
Ongoing harassment. Harassment takes many forms, and is not
necessarily limited to the type of language used, but the intent.
Repeatedly targeting a specific player with harassment, either
physical or verbal, can lead to more severe action. The idea behind
this is to prevent any one player from consistently being made
uncomfortable in the lands of Azeroth.
And another thing which doesn't make it easier in this case, the npc
involved in this quest is pvp flagged.
But I'll give it a go and see what they have to say about it.
I doubt that the NPC being PvP will have anything to do with whether or not
this is harassment, though. Killing her would flag a Horde character, but
killing her *repeatedly* to prevent your completing the quest is still not
reasonable on a PvE realm, from what I've read on the Customer Service
forum.
