Since I don't like pvp at all I choose to play on non-pvp servers.
However, lately I noticed more and more players like to ruin the
gameplay of others by tricking them into pvp and/or on purpose making
their quest fail.
Today I was trying to do the escort quest at Go'Shek farm in Arathi
Highlands but was forced to give up because of a tauren druid.
I was teamed up with a warrior I just met and each and every time when
we where halfway through the druid would pull the npc into loads of
orcs getting her and sometimes us killed.
I hoped he would give up after some time but after almost two hours
with him annoying us I gave up myself.

I wanted to open a ticket since it's a non-pvp server after all but
too bad it says training is not considered harassment :-(

Ofc, the advantage on playing on a PVP server is that you can ask one of
your high lvl buddies to come gank his annoying ass xD

You can do that on a pve server as well since he gets pvp flagged
anyway while attacking the npc.
However, it doesn't solve the problem in the end.
Like I said, I play on a pve server since I don't like to pvp and imho
it sucks that :
- you can 'force' people to enable pvp on a pve server
- you can 'force' someone to quest somewhere else
- you can 'force' someone to go offline just to escape a bully
On a pvp server it's all part of the game but on a pve server it
shouldn't be allowed.

Update :
After writing the first posting I decided to go kill some witherbark
trolls instead hoping to get rid of him.
However, he choose to follow me and attacked everything I
targetted/attacked while jumping and running around me all the time.
Besides that he enabled pvp forcing me to be really carefull while
attacking to make sure I didn't get pvp flagged by accident.
In the end I decided to go offline for a while :-(

You know, I really think that someone purposely and repeatedly interfering
with your ability to finish a quest on a PvE server is a form of reportable
harassment. I think you should open a ticket. It's worth a try. This
isn't "training".

Some months ago I was thinking the same until my wife got tricked into
being pvp flagged on her warrior.
While fighting multiple mobs a horde appeared behind her, turned on
pvp and before I could call out a warning she did a thunderclap.
I tried to help her but another horde appeared and we got corpse
camped for like half an hour.
I made a ticket and the reply was something like this : "we don't
interfere into player versus player issues. Next time please ask
guildmembers to come and help"

From the website http://www.wow-europe.com/en/policy/harassmentp1.html
Physical harassment. We have taken great strides to ensure all
physical harassment (i.e. stealing resource nodes, kill stealing,
training) is addressed or being addressed by the development team.
Forms of physical harassment in the game will not be addressed by the
GM staff, but instead with a development resolution, if warranted.
This however does not include abusing game mechanics/exploiting to
cause another player grief or distress.

Ingame
The following are NOT considered physical harassment
"Training" (leading enemies to another player to force combat)

However, from the same website mentioned earlier
Ongoing harassment. Harassment takes many forms, and is not
necessarily limited to the type of language used, but the intent.
Repeatedly targeting a specific player with harassment, either
physical or verbal, can lead to more severe action. The idea behind
this is to prevent any one player from consistently being made
uncomfortable in the lands of Azeroth.

And another thing which doesn't make it easier in this case, the npc
involved in this quest is pvp flagged.
But I'll give it a go and see what they have to say about it.
