All of the many ISPs I've had in the past have offered a news service.
Are there some ISPs that don't and you have to go with something like
google groups or pay for an additional service? Or is the news service
from some ISPs so bad that you prefer to get an additional service?

So bad.

I only use the server supplied by my ISP if I want to access binaries. When
I used it for regular ng participation, I wouldn't see some posts for hours,
would often have to subscribe/unsubscribe to be able to dl new messages,
etc. It was pretty unstable.

I started using news.individual.net back in the days when it was free, but
didn't even consider switching when they decided they had to charge for it.
Who can't afford $1/month???
