While some PvP gear might be nice for upgrades for stuff you don't
have any available upgrades to, I believe the OP was talking about
people in full PvP gear, from head to toe.  Most classes can't make
much use of full PvP gear in PvE.  I got into a kara raid a few weeks
ago with a mage wearing full PvP gear who had 0 spell hit.  0 spell
hit shuts you out of end game PvE entirely.  I grouped with a holy
priest in PvP gear for a heroic run that had no MP5.  Good luck
healing more than 30 seconds with that gear.  And PvP warrior tank
gear.... there is none.

0 spell hit isn't necessarily a problem for a mage in heroics. If you
have the Elemental Precision and/or Arcane Focus talents for your main
nukes, the dps you lose is minimal or zero. And Arcane Focus means no
extra resists or extra breaks on sheep.

In Kara, you will lose significant dps on bosses if you have zero
spell hit. Spell hit rating below the cap is worth much more than
+damage. At the same time, it's total dps that counts. A mage with 0
spell hit in Kara, but appropriate talents, will do good enough damage
against most things, but will lose 6%, 13% or 10% against bosses,
depending on spell school. Bad, but he might still be much more
effective than many another mage with spell hit gear.

It is more likely that some players who are geared in PvP gear just
don't know how to play PvE. (Of course, many do.) At least a few
dungeon blues are an indication that a player has killed a monster or
two.
