This was my method:

1. Go to http://www.warcraftrealms.com/realmstats.php
2. Sort by time zone (this was important to me, maybe not to you)
3. Look at servers in your time zone that are the proper type (PvE, PvP, etc.). I chose PvE because I wanted to play the game itself and not be bothered with getting attacked all the time.
4. Then I looked at a combination of the server start date and population. I didn't want one that was too new (or too old), and I also wanted a nice balance of both Alliance and Horde.

"Population" on the WoW website means there are either not many (low) up to very many (high) people on the server, but I often find that the description (low, medium, high, full) isn't really that accurate.
