I'd have to argue with your definition of a healer. If the Paladin is
a tank then he needs his mana to tank so he can't be considered as a
healer.
If he CAN heal, he's a healer. Call him a resser if you prefer.
Also, if the DPS classes that can heal are there to DPS and
never heal (because it's not needed or the time it was needed they
couldn't or just didn't) then how can they be called a healer.

Because they can heal, and therefore res. Would you tolerate a Paladin
or Shaman who refused to res? In my books that would earn a spot on my
ignore list, a kick from group, and guild kick if possible.

Definantly wrong here.
Just because he CAN healer does not make someone a healer. Their
assigned role in the group is what makes them a healer. Anyone else
with healing abilities who is there to DPS is a DPSer, and expected to
assist the healer should the need arise.
All draenei have a healing racial spell, does that make a draenei
warrior a healer?
Warlocks have 3 spells that steal life from an opponent and heals
themselves for the damage.
Warlocks and hunters can heal their pets.
All classes can bandage.
But a draenei warrior would never be asked to heal for a group. A
warlock isn't expected to be able to always heal himself when he has
DPS and CC to worry about. Warlock pet healing is channeled, so they
have to stop DPSing, or just let their dots tick, while they heal
their pet. Hunters get that nice HoT spell to heal their pets. And
what good is a bandage going to do if damage interupts its channeling.
If I invite a shadow priest, I expect them to DPS, and only to heal in
extreme circumstances. If our healer was a druid, this is a case
where the rezzer is not the healer.
Also consider, a healer is pretty much a requirement for instances.
Not going to make it too far without some sort of healing. A rezzer
is not a requirement, it only helps to eliminate downtime when someone
dies, or provides for a quick reset after a wipe. You can complete
isntances without a rezzer in the group.
2 different roles.
