For a given level requirement, blue should be better than green.
However, the blue may have had lower armour but awesome caster stats,
or some funky "use:" ability. Just going for the blue means that your
rogue may end up with a lot of +INT, or your mage might have more DEX
than is really useful. I bought a pair of epic Edgemaster gloves for
my hunter, they give + to weapon skills. I have no idea what the
effect of these bonuses is, I just gambled that the "epicness" meant
that they would be good for the level. I suspect that the weapon skill
bonus would come into play when fighting higher level creatures, less
likely to miss perhaps. Maybe I just went into a purple haze and
wasted my cash.

Grey is the opposite of orange - grey is vendor trash, so orange is
the most valuable (unique item per realm?)

Whites are general plain old items that can be used in a formula of
some kind.

Greens are 'Uncommon' and have some sort of magic tied to them. I've
got boatloads of greens on any of my characters above lvl 25.

Blues are 'Rare' items and I usually get them from named Mobs and most
often in instances (I've only received Jumanzaa gloves in Zul' Farak,
nowhere else.) I have quite a few blues (mostly lower level blues) and
these are carried by my lvl 35+ chars.

Purples are 'Epics' and these I've only gotten from elites - strangely
NOT in instances. Most of mine have "randomly casts fireball" or "adds
10 mana every 5 seconds." Each of my 4 characters above lvl 45 has at
least one epic.

Oranges are 'Legendary': I've never seen one of these.

If I have an epic, that will get used.
If I have a rare that has better or equal stats to an uncommon it gets
used: if the uncommon has better stats, I'll carry the rare and wear
the uncommon so that in an instance, when I have to change due to wear
on my uncommon item, putting on the rare will allow me to avoid having
to do it anytime later in the instance.
