Necklaces For Sale in the Lower City

I never thought of buying these things off that troll in the SE
corner. I figured Blizz put him in there as a flim-flam or scam.

My GM noticed that one of my friends has one. A few somewhat comical
communications followed between myself and the GM about this. The GM
happened to look inthe armory to see if my friend could use an
available belt as an upgrade.

I asked my friend about it and he said it is supposed to increase the
possibility of finding things, (drops maybe?) in places where one is
not likely to find them.

I explained my thoughts on the possiblity of a flim-flam from that
vendor (snake oil type) and my firend said he would replace the
necklace.

I told him to save the item anyway in the bank just in case and I
would ask online about it.

So what's the deal? Scam? Flim-flam? Brooklyn Bridge?
