I'm not sure what I did, but somehow an Omen pullout threat bar got
stuck to my mouse cursor and I couldn't click any of my buttons.

Eventually I had to reload my UI; nothing else would work. If it
happens again, is there a better way to unstick the bar?

This happened to me with an oRA window recently. I was moving it around
while I entered combat and it got stuck on my cursor. Due to the fact that
most of these mods can't be changed during combat, I assumed that was the
problem. I reloaded my UI because it was during a boss fight, but I imagine
it might have fixed itself after I left combat.
