As my Protecton Paladin is now lvl 56, and The Outland looms on the
horizon, I thought I'd seek help with a problem I appear to be having.
As a tank, my Paladin can't seem to keep a monster's interest.

When he was 50, he escorted a lvl 56 Priest through the start of
Uldaman to see the enchanter. I could maintain the attention of what I
was fighting, but everything else went after the Priest. Of course, he
kept attacking things first, which may not have helped. (On the other
hand, I couldn't have done too badly since the Priest asked me to tank
something again a few days later).

Then, this past weekend, at lvl 54, he teamed up with a lvl 57 Rogue.
No matter what I tried, the minute that Rogue got in one hit, whatever
I was fighting would go after him. I tried everything - I had
Righteous Fury and BoS up, Retribution Aura going, I'd judge SoC to
increase holy damage, Holy Shield, I even tried Consecration when I
saw things start to go after the Rogue. Nope. Nothing worked.

Mortified, I apologized. The Rogue just laughed. "Happens all the
time," he said. Since all I was doing was wasting my Mana by casting
seals, then being unable to leech it back with SoW since I couldn't
get a hit in, I eventually turned on BoW and just walked behind the
Rogue, healing/cleansing/buffing him, while he tore through things at
a rate I envied. It was a humbling experience (meanwhile, the Rogue
was thrilled. "I usually have to sit and eat all the time. That was
great!").

My DPS sucks, but if I understand correctly, it's my holy spells
generating the threat. Since I used every one I had, I don't
understand why it didn't work.

Well, it's still your dps that is generating the threat, it's just
that with Righteous Fury up, your holy dps generates more threat than
normal.

But if the rogue is laying into the target mob basically right away,
you're not going to stand much chance of holding onto that mob. As a
general rule, Paladin tanks are about holding agro on multiple mobs
while it's the warrior tanks that hold agro on the single target.

I solo, and these are the only 2 times I've attempted to "tank", but I
see a disturbing trend emerging. I've read guides, but I don't see
where I'm going wrong, and if someone could explain it to me, I'd be
very appreciative. :-)

Well, you didn't mention, but it didn't sound like you were trying to
tank an instance, or even mobs that anyone of the appropriate level
couldn't solo anyway. Against those sort of mobs, people aren't going
to worry about making sure the tank has solid agro before attacking or
using abilities to make sure they don't pull agro. Tanking is a group
responsibility.
Still, if you can get a higher dps weapon, that will help you. As
will I believe more +spell dam gear, but that's hard to find on plate
before the outlands I believe.
