If so, can't see why I would want it. There are plenty of toolbar
slots, and then I can easily see what does what. I don't really need to
assign a key to every spell I never use, and wouldn't remember (since it
is hidden) on some arcane situation where it might have been useful.

It allows you to define certain actions to certain mouse clicks *on a target
frame*. Very helpful for healing and other things.

Healer example:
Ctrl-left click player portrait 4 to cast "Greater Heal Rank 5" on
him, Alt-Right click the main tank frame to cast "Flash Heal Rank 7"
on him.

Hunter example:
Ctrl-left click pet or party member (or your own portrait) to
bandage.

Priest:
Alt-right click any mobs frame to cast "Shackle"

These are of course just examples. The main advantage is that you do not
need to change your target to cast and that it works on any UI frame that
represents an entity (Blizzard portraits, any Raid-bar, Target,
Target-of-Target etc, ...).
