Yes, distract is an invaluable tool when you know how to use it! You can
even use it to peel a mob out of a patrolling pack, when you time & target
it just right. I did this often when the dark keeper spawned in the vault of
BRD on my guilds innumerable coffer runs to get all our +20fr hat/pants
enchants. I'd throw a distract at just the right time to nip one guard and
separate him. For some reason, the pack wasn't aggro linked so we could then
safely pull just the one when the rest got far enough away.

IMO, tank *should* pull, so they get all the initial aggro and all
the mobs handily run toward him. There are exceptions, of course -
sometimes you want a hunter to pull to pull a mob into a trap, if
A well-played hunter can be the best puller. In my early MC days, I was
continually amazed at the pulling skill of our hunters, of how they could
actually manage to pull ONE mob out of a 3 pack, by telling the MT "stand
here", they'd pull, the three-pack came, and they feign death at precisely
the right moment so that the front mob would aggro on the tank but the back
two turn around and reset. Not to mention the difficult pulls of Geddon &
Shaz, now that's a complex pull! And the 2nd pull...after you've lceared the
first two giants, managing to pull just one elemental over the bridge when
it's so darn close to the other ones.
MC is a damn good test of a hunter's pulling ability.

But by default I expect the tank to pull, and to pull with a bow/gun
if it's safer to fight away from where the mobs are. This is one of
the drawbacks of a paladin tank - they don't really have a ranged
pull option.
No kidding! Only way they could pull is with either exorcism on an
undead/demon target, link's boomerang, or avenger's shield if they're deep
enough into the prot tree (best bet as it'll work on all targets)
