Desolace got me from 34 to 40, plus a few side trips
to get the cooking/fishing quests done.
As for dungeons, I tend to do them on the weekend,
since there are more people, and I can can spend
more time doing the drudge work of finding groups
and slogging through them. Gnomer was a pain, since
few people want to do it, fewer than that know what
to do, and fewer still have any interest in doing
the quests there. Plus it can get very difficult
towards the end (easily wiping out those under-30
groups who make a beeline for Thermaplugg). Kind
of sad, since it has the potential to be fun with a
humorous tone to it.
Scarlet Monastery is split into 4 smaller wings, so
it's easier to handle. You should be able to get
in a group with average level 35 to do the easiest
wing in about an hour (or two if the group isn't
working out). Be prepared to come back later after
getting a Monastery quest in Desolace. I waited
too long and the two easiest wings dropped off the
LFG tool which made it hard to find groups.
Unfortunately, the best equipment in the game for a
level tends to come from doing instances; both from
random drops and from the quest rewards. I often
find that the random trash drops give me an upgrade.
Getting the loot makes the non-instance questing a
lot more fun since you can kill faster, survive longer,
or have less downtime between enemies.
