The racial talent is not a passive (i.e. you must activate it). It lasts 5 seconds and breaks the fear/seduce currently in effect as well.

So, I sit there with my pitiful DoTs and have no chance of him dieing
from them before I am killed fairly quicky. Also, they run around me
in circles so I can't even get an immolate off unless I happen to
manage to face them at the correct time while they are jumping all
over. And the cast takes forever to complete because I keep getting
interupted.

Rogues can be a PITA to be honest (same as fury warriors with their hatefull berserker rage...). One tactic would be to outlast the 5 seconds of immunity. If you are affliction specced, throw CoEx on him and kite him around. If you have your void up, you can always sac it for a shield. This might buy you enough time to get the fear off once his 5 seconds are gone.

Wouldn't know much else as I am Horde myself, so only dueled undead rogues back in the days when Will of the Forsaken lasted 20 seconds i.o. 5 seconds.
