The reason why you have hit a brick wall is that you only play 10 to 15
hours a week and PvP rank is largely proportional to amount of time
spent in battlegrounds.

How often you win in BGs is also important and that is mainly affected
by your team mates. If you usually do PUGs and only win 50% of your
games someone who is in a PvP guild and only ever does guild groups,
winning close to 100% will gain honour at twice the rate you will.

Even if you do win all your matches the power PvPer who also wins all
his matches but plays two or three times the number of matches as you
will have two or three times the honour and will be higher in the
ranking than you.
