My level 21 paladin had "some" success as a tank by using a shield,
judgement of the crusader, retribution aura, seal of command and by
using either hammer of justice + judgement of command + seal of command
+ melee hit as an aggro burst to get a mob back on me, or... blessing
of protection on a partner as a "reversed taunt" (makes all mobs ignore
the protected one for the duration of the blessing).

You found that Seal of Command's 70% chance to proc generated more
threat overall than Seal of Righteousness?

more threat overall, I don't know, but just like burst damage rips
aggro, I thought burst threat keeps it just as well :)

But yeah I agree it's hard to tell, and I'm nowhere near a pro paladin!
