If they can run faster than me (to allow for #1 above), then I should
never catch up in #2. If I run faster, so #2 works, then they should
not catch up in #1.
Faulty premise. Not all mobs move at the same rate. Some are faster than
characters, sometimes by a significant amount.
Plus, I'm fairly sure that the AI "cheats" and makes then faster when they
are pursuing a fleeing character, and slightly slower when fleeing in
fear.
Basically the system is biased so that both #1 and #2 can be true at the
same time.
Once you get a mount, you can outrun everything, and run through swarms of
mobs with only one or two hits. Unless they daze you, which forces you to
dismount. Then you're mostly screwed.

You can also get a "Minor Speed Increase" to a Boot, an enchant that helps a
little. Ask an Enchanter.
But not all mobs or characters have same speed.
