I have seen that happen maybe one time out of the "so many I cant remember"
people I have helped with that quest (the L20 one) Simply abandon and pick
up, the waves should come and it whould all be well.

the area to kill them for me and I completed it sat their for over an hour

Are you talking about the 3rd wave of ghosts in Rattlegore's room on
the paly mount quest (level 60)?
Or are you talking the ~ level 20 quest in Southern Westfall? A long
time ago the quest was bugged, such that if somebody failed, you had
to wait for server reset to do the quest again - even if it was not
you who had failed it. Also, if you failed it yourself, I believe you
have to abandon quest and pick it up again.
