Your numbers don't work. the first gun is only 100/4 = 25 dps, and the
second is 40/1.3 = 30.76 dps.
We could change them to 200 damage, 4 speed (50 dps) and 45.5 damage,
1.3 speed (35 dps).

Now, shoot the first gun once (4 seconds)
200 damage (400 if crit).
Shoot the second gun 3 times (1.3 * 3 = 3.9 seconds)
45.5*3 = 136.5 damage (136.5*2 = 273 if crit)

As you can see, the first bow does far more damage - which is
consistant with its higher dps rating. Generally, the gun with the
highest dps rating will do the most damage no matter what its speed is
(this is not the full truth, but it works in most cases).


Another consideration is that the second bow will eat through your
ammo three times as fast as the first one - this means that you will
have to return to town three times more often, and spend three times
more money.

A tradeoff in PvP is that the first bow will produce big crits, but
the second will make it much harder for the caster your are shooting
to cast a spell with casting time because of the frequent
interruptions (well, if we upped the second to 65 damage, 1.3 speed
(50 dps) then this would be worth considering - 50 dps vs. 35 dps
isn't).

Lastly, some hunter skills such as Multi-Shot are instant cast and
does weapon damage + some amount. These skills does not take the
weapon speed into account, and thus work much better with weapons with
very high damage ranges - and high damage range generally means slow
weapon.
There is also a thing called Ranged Attack Power that actually works
out to give the slow weapons an extra edge here, but that is a math
heavy explanation for another day.
