This is a very non-standard WoW installation. You clearly have some
add-ons and one of them is malfunctioning badly. You said you
re-installed multiple times, but it's obvious that the previous
installations did not get cleaned up so they were "dirty" re-installs
over the top of prior data.

You can probably fix it with the steps Nabuu mentioned (wipe out the
Interface and WTF folders) but if you're really not getting the "AddOns"
button on the lower left corner of your character selection screen
(where you should be able to troubleshoot this problem trivially), then
something else is hosed and you may want to try again with the
re-install with a *complete* removal of WoW this time and don't apply
any massive add-ons packages that you can't keep track of.
