I think it's the part that says:

No we're not doing anything about the queue besides the random realm
transfer. You don't know when your server will win the lottery unless
you're desprate enough to check on our website every single day. If
you're lucky, but failed to claim your prize in a short period of time,
which may be 1 hour or 1 day, depends on how "a short period of time"
is defined, then you lose the chance to transfer. Too bad.
Or, you can pay us money to do it for you. But give us some time to
think about how we're going to take your money and how much we're
taking.
Your time waiting in queue is your own problem and considered normal
procedure, just like the scheduled maintanace. There's no freebie you
can get out of it.
Your suffering is for the good of other players. Feel good about
yourself while waiting in queue.

This is what I get out of the message. I have no intention to argue
whether it's right or wrong, because either way I'll still be playing
WoW regardless. I think WoW is a great game and it's worth the 30
minute waiting. Plus there's always something else to do during that
period of time. And yes, the CSR was very polite. I'm amazed she
phrased the whole thing so well.
