Since your reinstalled windows and F.E.A.R. runs good and your system
specs are excellent to say the least; I would point the finger at your
network connection.

iow, get a better provider :-)

Also note that games like WoW and UT2004 get patched regularly and that
might introduce problems you didn't have before.
