Unless a flat % is given for a proc, procs are normalized on weapon speed
to give desired procs per minute. The way this is done is calculate how
many swings in a minute a weapon will make (60/weapon speed), for
instance, Barman Shanker is 2.0 dagger will swing 30 times/minute. Then
desired ppm is divided by that number and multpilied by 100 to give the
percent that proc would need to be on that weapon in order to yield the
correct number of procs. Let's say I have an echant that procs at 6ppm,
then the way it is calculated is:

100 * (6 / (60/2)) = 20%. So for my shanker, each swing has an
independant 20% chance of proccing.

So yes, it doesn't matter if your weapon is fast or slow for the basic
amounts of procs you will be getting.

There are two main caveats though:
1) Instant attacks like rogue SS or BS or warrior MS etc.

These instant attacks ALSO have a chance to proc the weapon proc. The
direct consequence of this is that the SLOWER your weapon is, the MORE
procs you will get as the number of instant attacks you use goes up. Yes,
it does seem somewhat counter intuitive that a slower weapon gives more
procs for those classes that use a lot of instant attacks but that's the
way it is. This is beacuse a slower weapon has a higher chance to proc on
any given swing in order to maintain the total rate of procs (considering
just auto attacks)

2) Other trinkets/talents etc eg Maelstrom or Hand of Justice, sword spec
etc have a flat % chance to proc dome damage or another attack etc. In
some instances, these procs can themselves proc other procs although the
exact tree of procs proccing which procs and being procced by which procs
is, as far as I know, not fully known (other than by Blizzard). These
effects would tend to favour quicker weapons as more swings are had to try
and trigger an unnormalized proc in a given time frame.
