1.9 is a very big content patch. Testing will occur in many stages, there
are updates announced for the test realm. I'd expect testing will take at
least 3 weeks and I really doubt Blizzard has the staff ready for a major
rollout during the holliday season.

I don't expect 1.9 outside of test realms this year, actually. But not in
the next 2 weeks in any case. There have been a lot of sever bugs
discovered already and some major features (like weather effects!) aren't
even in yet but ARE AFAIK promised for 1.9 still.
