Umm, no.
The damage from SS is:
(attack power/14) * (fixed multiplier) + weapon damage + X.

The "fixed multiplier" depends on your weapon type, and is 1.7 for
daggers, and X depends on the rank of SS you use. The last part
"weapon damage" is the raw damage range listed on your weapon.

Since SS is based on the damage range of the weapon this still favors
slow, hard hitting weapons over fast ones. But they made the gap
significantly smaller by removing the attack power bonus slow weapons
got before.

In any case:
The Shanker does 51-95 dmg, 36.5 dps.
A Bonescraper does 40-74, 40.7 dps.
Scarlet Kris does 43-81 dmg, 41.3 dps.
Scout's Blade does 49-92 dmg, 41.5 dps.

Today the Shanker still produces bigger SS and backstab numbers than
any of those other daggers I listed, but _only_ because of it's damage
range, and those other daggers will now overall keep up with or even
surpass the Shanker because of their much higher dps.
Before patch 1.8 the Shanker was way better than any of them because
of its extremely slow 2.0 speed, and the Bonescraper at speed 1.4 was
a _laughable_ main hand rogue weapon.

Brian's mentioned dagger rogue is in MC, which means that he can be
lucky and get hold of one of these:

Core Hound Tooth - 57-107 dmg, 51.2 dps.
Gutgore Ripper - 63-119 dmg, 50.6 dps.
Perdition's Blade - 73-137 dmg, 58.3 dps.

Before 1.8 the Shanker measured up just below with those three -
pretty close to the Core Hound Tooth though (or even better?) - it was
way too fast at 1.6 speed.
Today they all completely leave the Shanker in the dust (as level 60
epics should do to level 50 blues).
