Proberly the same way people can be level 60 and still be surprised at how stupid people are in pick up groups.
Pick up groups are concentrated stupidity, and the higher in level you get the more concentrated the stupidity gets. All the competent peeps got snapped up long ago by guilds and regular raid groups so at level 60, only the very bottom of the barrel are left looking for PUG's.
My first level 60 never joined a guild. He was a mage with friends in several of the large level-60-oriented guilds on Feathermoon, and never had much trouble having plenty to do. Usually I had an invitation within a few minutes of logging in. So, clearly, there are exceptions.
However, the point you make, although perhaps overstated a little, is still basically valid: most people who are at least fairly good at grouping will be invited many times to join guilds, and by level 60 will likely belong to a guild. An unguilded level 60 is therefore unusual, and invites questions about why they are unguilded.
