Maybe the monkeys at Blizzard hasn't gotten around to raising the
population cap. Clearly the only solution is to go to BlizzCon and get
the monkeys good and drunk and petition for them to implement a
bypass-queue mechanic for your chars.

That or get a bunch of friends, and kidnap a server monkey and say
"Hunter Loot" in his face for hours until he psychologically caves in.
