LAG, LATENCY... why ?

Did Blizzard give any explanation of the terrible lag and latency
(1000-1500ms) problems these days ? Is it going to be fixed ?? What is the
problem, something they did in the patch, or just too many wow players and
they can't keep up with the bandwith ?
