I was under the impression it was by design for balance reasons, ie,
something like a 2 day timer. So if your side kills Onyxia 2 days in a row
only one of them will result in a buff. In Orgrimmar (sp?) it seems to be a
daily occurance that Onyxia goes down and it seems to be an almost daily
occurance that people start whining they missed out on the buff whilst
others are yelling them down saying the timer isn't up.
