Although I generally agree with your whining, i would think that this is because hunters have an extra way of "dodging" things, called a PET, or an OVERPOWERED BEAST in 1.7 ;) . In theory, if you play your cards right, you should never get hit, since the pet will tank while you hit from far. The rogue doesn't have that ability, since they are face-to-face with a mob and take the hits as they come. Therefore, they need the dodge more than the hunter. The buff thing is ridiculous indeed, but i assume they are comparing hunters to rogues, and not humters to other classes.
Ok - I've stopped whining now. (although I don't guarantee that there won't be more whining if people respond to this one :)
