Extra buttons

Hey all,

I downloaded a mod called bottombar which adds 24 extra buttons right above
the XP bar, but I before I start using it:

1) Is this considered cheating?

2) And more importantly, what does Blizzard think about a mod like this? Do
I risk getting banned for using it?
