Southshore. In the Yeti Cave north of town. There is a chest. I
opened it once and found a killer Blue staff. My shaman ran with it
for some time.

At my level, 20-40, I've found quest rewards provide decent weapons,
but not decent armor.

There are some decent shield drops (RFK and BFD).

If you can ignore the pink color you could try to collect the entire
"Fang" leather armor set from the Wailing Caverns.

Or go for the "Defias" leather armor set from the Deadmines.

Only Van Cleef will drop the set's chestpiece though. And it's Bind on
Pickup so can't be bought at the AH. I was involved in killing him
numerous times and I never saw it. Not until I was making a run for
Greens for an enchantress I know, my level 42 Rogue, with the help of a
20 Paladin, defeated him and the chestpiece finally dropped. I now
wear the Defias set for yucks, complete with facemask, when I visit IF.
(All the rest of the set sells relatively cheap at the AH. I think
once someone saw an interest in the Defias armor peak, they bought it
up and sold it again for double. Smart move, you &^%^. :)

I think the same might hold true for the Fang set. That one of the
bosses drops the final piece of that set. Ran in there with a Shaman,
or Warrior, who kept telling the group "IF THE BELT DROPS DON'T ROLL!"
Turned out the belt didn't drop, and then he had to "Aw, man, hate it
when this happens" log, and he hearthed out.)

Wait, there are some good armor quest rewards. For killing Van Cleef
(Deadmines) and returning his head to Westfall, you either get Blue
mail leggings (goes well with the Blue chestpiece my blacksmith could
make about then, buyable at the AH) or the Tunic of Westfall which is a
Blue leather armor chestpiece.

And the Triprunner Dungarees, leather, for completing a Gnomeregan
quest, at level 42, I'm still wearing them.

And not to forget Herod's Shoulder, for the Warriors, Paladins, and
Shamans with a bent towards barbarism. And Gloves of Divinity. Seems
everyone's wearing them in Ogrimmar nowadays. (Scarlet is the color of
choice at the moment in town, meaning I'm about average level with the
rest of them.) The Scarlet Monastery is a good place for armor.

Otherwise, save up money and shop at the AH. There are bargains to be
found.
