Because game consoles aren't like PCs. Better hardware does not
automatically equate to better games.

Furthermore, with the majority of the market still using non-HDTVs, what
good is it going to do them to move to a new generation of consoles? They
aren't even getting the full benefit of their hardware NOW, so making them
buy another console with even just 2x the hardware in it is going
to...what exactly?

Personally, I'd rather the developers stay on a platform they've already
mastered for the most part instead of being thrown onto new hardware they
have to learn all over again. It means they can focus on the real important
aspects of the game, like gameplay, characters and story.
