That's Crackdown.

It's definitely worth buying even at earlier prices but don't expect a
whole lot. It's a good first effort but not a whole lot more than
that. Once you've beaten all the storyline quests, there's literally
nothing else to do except climb buildings looking for those glowing
orbs.

What about the 'keys' to the city'  free DLC??? It refreshes the game
and adds lots of new content ,including anywhere jump ramps, all kinds
of new weapons ,super agent where you can jump almost entirely accross
the map and swim like your on 4,000 hits of speed. YOu can set up
giant multiple chain reaction explosions. Also even with the regular
edition you can respawn all of the enemy factions without having to
start a new game,so you don't have an empty city. I had way more fun
with Crackdown than GTA IV , especially with the 'keys to the city'
DLC. Insane fun and much more content then what you described. Much
more than just jumping around collecting orbs.

Keys to the City is basically just a cheat mode. I'm talking more
along the lines of actual missions and collectibles and not only
random things you decide to after you've downloaded a cheat update
that wasn't part of the game in the first place.

There is no other true content once you've beaten the story mode. As
it's a sandbox game, you're going to be able to do some random things,
of course.
