From the FAQs I've read, yes, you have to physically pull the gang memberout of the car. The FAQs also state that it doesn't matter if the gang
member is alive or not... Ramming a gangster car side-on (T-boning) will
kill the driver if you hit hard enough, while still allowing you to yank
the (now dead) gangster out of his seat to 'jack his ride.
What I'm not entirely sure about is whether you have to yank the driver in
order to get credit. Some times I've done the passenger and I don't know if
that counted or not.
I would not reccomend trying to hijack vehicles on the freeways. You'll
either get run over, or the gangster will go insane, driving their
vehicles off the overpasses, and into the water below. I think the AI is
trying to get the car to drive onto the sidewalk, as if they're still in
the city. But on a bridge, there's no real sidewalk, and if you hit those
guard rails at 50mph, you're going over. It's rather amusing to see one
of those Volk military transports cross from the other side, over the
divider, go airborne, barrel roll across 3 lanes of oncoming traffic, only
to smash into the side of the bridge, jumping the guard rail and
plummeting to their watery death. They should give you an achievement for
introducing gangsters to the fishes. ;)
Instead, a good tactic to use for hijacking is hang out in an intersection -
preferably one where there aren't gang members already on the street.
Wait for a gangster car to approach the intersection, and hijack it.
Unless you've already enraged the gangsters, they'll actually stop at the
stop light like any other good citizen. At any rate, they'll be driving
slow enough so you can actually run along side the car and yank out the
driver.
You don't have to actually drive anywhere once you've gotten inside. You
can hop right out and go about your business. The gangsters might shoot
you a little, but will eventually get back into their car so long as you
haven't been killing gangsters. Change locations often so you don't end
up being mobbed by gangsters on foot, and the ever-stupid Agency police
vehicles which seem to be just as keen on running ME over as they are
about wildly ramming gangsters or their cars.
One of the FAQs on Gamefaqs.com also mentions a glitch in the game where
you can find lots of gangsters in cars, yet they don't move or anything.
Sort of cheap if you ask me, but a surely a quicker way to get the
achievement.
