How do i turn off Vista's User Account Control?

Find an XP Pro disc, boot your computer with it. When it asks you if
you want to re-format your drive and install Windows XP Professional
say "Yes".

I am so pissed, I am in the process of ordering a new laptop from Dell and
there is no option to include XP. Is there a way to install XP when I get
it as a dual OS so that I can use most of my programs? I would just delete
XP but I think some of the programs/drivers wouldn't like that.
