So I finally found the process in an FAQ on a gaming site, and a less
intuitive procedure I've seldom seen.

For those of you who don't know how to do splitscreen, here it is:

1: Start your Xbox and run GOW as you normally would
2: Make sure your profile selected has an Xbox live membership working
3: Select versus mode then Xbox live player match
4: One of the options is Guest sign in. You need to push the Y button
on the 2nd controller.
5: Select Guest Xbox live with the 2nd controller and accept

Your 2nd profile is now signed in. Using controller 1 you can now go
back to the main menu and select campain then select split screen.

Steps 4 and 5 are the only part of the process where the 2nd
controller is active till the game starts.

Once the game starts the player on controller 2 can pause the game
with the start button and go to the options to set up the controller.

Apparently, if you don't have an active Xbox live membership or don't
have an internet connection, you can't play splitscreen on the same
box. (what were they thinking?)
