GTAIV: Not quite NYC. More like Metropolis-NYC
The final shot, I've been looking very closely - it's the Brooklyn Bridge...
and that IS the Empire State Building.
This would be impossible to show in a single shot. Also, that angle, the
World Trade Center would be visible.
So, I'm thinking this is NYC with a slightly modified geography.
Who knows?
