Hmmmm, I don't think you've seen many Japanese horror movies, most of them
don't explain anything...
And actually, there is a movie like Dead Rising which is apparently quite
popular in Japan - Bio Zombie. Actually a HK film, it's about a group of
slackers who get trapped in a mall full of zombies. While Dawn of the Dead
was the original, I suspect that Bio Zombie was probably a bigger
inspiration for Dead Rising.

Which is pretty much entirely action. Heck, the main character doesn't even
