Not really. Remember, VHS cassettes weren't region encoded. Any American
VCR could play a Japanese VHS tape because both countries used NTSC.

While a PAL VHS tape won't play in a NTSC VCR, there weren't the same
restrictions DVD has now.

Actually, any DVD player will be able to read a PAL or NTSC DVD. However,
they'll only be able output what's on the disc, unless the DVD player has
a convertor - and such players do exist.
