Mapped button changed after game restart

Mapping the Left Button while inside a game, I set it to "Hat Switch L Button 16". Then I exited the game, and started it again. That Left Button became "Hat Switch L & Button 15". I needed to remap it to "Hat Switch L Button 16" again.

Does this mean the stick had a problem? Should I return it?
