First of all, video arcade monitors generally sync at 60Hz, not 50Hz.

But that's a moot point because the frame rate of the actually display you're using for MAME has absolutely nothing to do with the speed of emulation in MAME. MAME speeds are derived from core timers which produce the correct CPU speeds, interrupts etc for each machine. So a game whose timing is derived from the 60Hz VBLANK interrupt will run under MAME at the same speed regardless of whether you're displaying on a 50Hz, 60Hz or one of a multitude of VGA sync frequencies available.
