MAME can't see your joystick for some reason. Sounds like you are using
Mame32?
I'm not sure if Mame32 used Direct Input at 0.31.1, or Allegro like the
command line version did.
Try uninstalling the joystick software and then set it up as a custom
device in the game controllers control panel instead.

What do you mean by 'the cheats are difficult'. Cheats are supposed to
make things easier!

To make cheats available, you must enable cheats in the emulator and put
the cheat.dat file in your MAME folder. That's pretty easy.
