For restaurant "ribs," it's really not that bad, and neither is Chili's or the others. We all probably agree that our own homemade ribs, mops or sauces are the best (for us and maybe our friends) but there's a whole lot of folk who don't have the time, education or inclination to do them at home.

FWIW, Mrs. Nonny and I eat lunch at Applebee's occasionally, and find that their appetizer combos are very good. I've not seen any changes since they were acquired by IHOP, and hope that the two brands remain separate.
