Well, I'm certainly no expert in that area but I'd guess "none of the above". The heat from peppers is from a chemical called capsaicin. I don't see how adding vinegar will either increase or decrease (much) the affects of the chemical. I'm sure others more in the know" regarding peppers will chime in. I'm a heat wimp and not ashamed to admit. ;-)
